Both are Google products, both put you in front of people searching for what you sell, and they work almost nothing alike. Choosing between them on price alone is how businesses end up with the wrong one.
The billing difference is the whole story
Google Ads charges for a click. Someone reads your ad, clicks, arrives on your page, and may do nothing at all — you have still paid. Local Service Ads charge for contact: a call, a message, a booking. Nobody browsing costs you anything.
That single difference reshapes everything downstream. With Google Ads your job is to make the click worth it, so landing pages, offers and conversion rate carry the weight. With LSAs the click is free and the contact is expensive, so your job is to make sure the contacts you pay for are ones you actually wanted.

Lead quality is not automatically better on LSAs
It is often assumed that paying per lead means every lead is qualified. It does not. You will be charged for wrong numbers, out-of-area callers, people asking for a service you do not offer, and outright sales calls.
The difference is that LSAs let you dispute those and get credited, where a wasted Google Ads click is simply gone. That makes LSA lead quality a function of how disciplined your review process is, rather than something the platform hands you.

For most local service businesses, start with Local Service Ads. The intent is higher, the placement is better, bad leads are recoverable, and there is no landing page dependency to fix first.
Add Google Ads once LSAs are running cleanly and you want coverage they cannot give you — brand defence, research-stage queries, job types outside the supported categories, and remarketing to people who did not call the first time.

Can I run both at the same time?
Yes, and most established local businesses should. They occupy different positions on the results page and serve different stages of intent, so they are not cannibalising each other in the way two overlapping Google Ads campaigns would.
Which is cheaper?
The wrong comparison. A cost per lead and a cost per click are not the same unit. Compare cost per booked job across both, which means tracking what happens after the contact rather than stopping at the platform report.
Does running LSAs help my organic rankings?
Not directly — paid placement is not a ranking factor. Indirectly it can, because more jobs means more customers to ask for reviews, and review volume genuinely does affect local rankings.
